In a special meeting held on January 24, 2024, the New Jersey Board of Public Utilities voted to approve two new additional offshore wind projects to Attentive Energy and Leading Light Wind, both of which will join previously approved Atlantic Shores Wind in bringing offshore wind to the state of New Jersey.

“New Jersey reasserts its leadership in the U.S. offshore wind sector with today’s 3.7 GW commitment and securing new supply chain investments in towers, foundations, and secondary steel manufacturing. The U.S. offshore wind market is entering a new phase of development; the action capitalizes the state’s early investments in a coordinated transmission system, the New Jersey Wind Port, and the EEW monopile facility to accelerate development and position the state at the center of the nation’s supply chain. The Network congratulates Governor Murphy and NJBPU on a bold and successful procurement process and thanks them for their continued work to advance offshore wind in New Jersey and across the East Coast. We look forward to seeing member companies Corio Generation, EnergyRE, Invenergy, and TotalEnergies develop these projects,” Oceantic founder and CEO Liz Burdock said about the development.
The Oceantic Network, the leading organization working to advance offshore wind and other ocean renewable industries and their supply chains, celebrated the announcement by the New Jersey Board of Public Utilities (NJBPU) in their selection of the two projects that will deliver 3.7 GW of offshore wind generation. EnergyRE and Invenergy’s 2,400 MW Leading Light project and Corio Generation and TotalEnergies’ 1,342 MW Attentive Energy 2 project were awarded contracts.
New Jersey now has more than 5.2 GW contracted, marking substantial progress toward its 11 GW by 2040 goal. Along with these projects and Atlantic Shores Offshore Wind, which is currently under development, Oceantic said New Jersey has already made huge strides in developing its offshore wind supply chain.
The two winning projects committed to use of the New Jersey Wind Port for marshaling activities, supporting the expansion of EEW Group’s monopile facility in Paulsboro and procuring foundations from it, purchase of towers from an undetermined New Jersey-based tower manufacturer, and location of secondary tower and transition piece manufacturing at the Wind Port. Both projects also committed to funding local supply chain outreach programs and developing a new operations and maintenance port in northern New Jersey.

Attentive Energy Two Celebrates Award of Offshore Wind Contract to Deliver 1.3 GW+ of Clean Energy and Thousands of Jobs into New Jersey
Project will meet State’s climate goals while creating billions of dollars in economic investment.
The New Jersey Board of Public Utilities has awarded the Attentive Energy Two project – a joint venture between TotalEnergies and Corio Generation – a 20-year contract in New Jersey’s third offshore wind solicitation, Attentive Energy reported on January 25, 2024.
The contract will enable Attentive Energy Two to deliver 1,34 GW of clean renewable energy into the New Jersey grid, demonstrating its commitment to the state’s mission of achieving a 100% clean energy economy by 2035.
Supplying green power to over 650,000 homes and generating billions of dollars in economic activity statewide, the Attentive Energy Two project will deliver more than 15,000 job-years for New Jersey residents. The project will also support the State’s emission reduction efforts by removing 1.3 million tons of carbon annually or the equivalent of 10% of cars from New Jersey roads.
This contract award comes after four years of extensive community outreach with elected leaders, environmental justice groups, labor advocates, and local residents, among many other stakeholders.

The Attentive Energy Two project is a community-driven project committed to building strong partnerships, strengthening the local supply chain, and developing a skilled workforce. As part of the project, Attentive Energy Two will deliver more than $100 million in community investments to support partners from diverse communities statewide.
Reinforcing New Jersey’s foundational investments in offshore wind, Attentive Energy Two will provide an anchor order for establishing an offshore wind tower factory and conduct marshalling activities at the New Jersey Wind Port. In addition, the project will provide an investment to enable the expansion of the monopile manufacturing facility in Paulsboro.

The New Jersey Board of Public Utilities announced on January 24, 2024 that it has awarded a 2,400-megawatt contract to Leading Light Wind in its highly competitive third offshore wind solicitation.
A partnership between two American companies – lead developer Invenergy and co-developer energyRe, Leading Light Wind is now the largest competitively awarded offshore wind project in the U.S. Leading Light Wind will build upon its proven track record and commitment to responsible, clean energy development to help realize a thriving offshore wind industry and supply chain in the Garden State.
Once operational, the project, located over 40 miles off the coast, will supply New Jersey with 2,400 MW of clean energy – enough to power more than 1 million homes. The project is scheduled to begin construction in 2028, with operations in the full lease area estimated to begin in 2032. Leading Light Wind will reduce carbon emissions by 4.1 million tons each year over the full life of the project.

Leading Light Wind will bring major economic investment to New Jersey, creating an estimated 7,500 jobs and $3.7 billion in anticipated economic development benefits for the state. These benefits include localizing a wind turbine generator (WTG) tower manufacturing facility in New Jersey and performing marshalling activities at the New Jersey Wind Port; the expansion of the EEW American Offshore Structures monopile manufacturing facility; and development of an in-state operations and maintenance port.
In addition, Leading Light Wind has allocated up to $150 million for a comprehensive community benefits program. This program features 25 initial partnerships and opportunities that aim to empower local communities, promote youth education and workforce inclusivity, accelerate the growth of the domestic offshore wind supply chain, and pioneer collaborative environmental research in partnership with academic institutions, other ocean users and more.
Key community benefit program initiatives include:
The Energy Equity Credit: This innovative program will reduce the energy burden for over 200,000 low-income households in New Jersey by reducing their monthly electricity bill increase by 50% to support an equitable transition.
The Waves to Wind program: A catalytic training program designed to position existing Small, Minority, Woman and Veteran-owned Business Enterprises for success in the offshore wind industry.
The Fisheries Accelerator Fund: This fund will provide financial assistance to support emerging technology and initiatives aimed at improving the efficiency, sustainability, or economic vitality of the fishing industry.
The project has also established a Memorandum of Understanding (MOU) with New Jersey labor unions that prioritizes union construction for the project and supports lifelong career opportunities in the offshore wind sector. The MOU endorses hiring and training practices to promote a diverse, next-generation workforce. As a part of Leading Light Wind’s larger community benefits program, the project will activate strategic partnerships with several educational, career, and workforce institutions across the Garden State.
